Abstract

This article addresses the problem of risk and regulation in view of the relationship between the State and telecommunication. It marks the differences between legal and technical regulations. The following paragraphs analyze the transformation of the State within the context of the liberation of telecommunication in Mexico. It identifies four stages of regulatory policies of the federal government. At the end, the article examines the problems of a normative order, and observes an absence of coordination between institutions to attend the antisocial behaviour facing the dispute of competition between the main companies of the network.
