Abstract

The discussion around the public companies as instruments of government and of public economy it is a current discussion and would not have to be canceled in the agenda of the topics of research and discussion of the public administration. Above all, because the conception of the State's Companies was oriented to constitute them in the indispensable levers to impel the economics and social development of the region. Therefore the diversity of economic, industrial, commercial, educational, financial, cultural, social and also recreational sectors in which were created and acted. But in the time, they were also been constituting, at general, in exempt dispersion zones of resources, of inefficiency, of corruption and incompetence, due to the fact that their objectives and the original reasons that were their root was spoiled. The lamentable examples abound in the recent history of the continent. However, they continue being viable options when we are talking about the integration process and the resolution of the common problems for Latin America.
