Technocratic tendencies of Latin American public apparatus

Abstract

Technocratic criteria that promote cost cutting, feasibility and productivity have replaced the criteria that guided public administration in Latin America up until the 1980s. According to the author, the region's economic changes have set a new direction for the state apparatus (with respect to its administration and the formulation of policies). This has had a negative impress on the establishment of a "deeper" democracy and on the resolution of serious social problems.
