In the first decade of the century Latin America shocked the world . Exceeded passive social subordination of the last two decades of the twentieth century to a conservative socially exclusive neoliberalism, economically
de-industrializing and culturally neocolonial that dominated the world under the form of globalization in the service of transnational capital accumulation .
