Abstract

Two concerns experiencing this issue, even though the tests presented address various issues: first, the current conditions of the Latin American population after the effects of the neoliberal governments, and on the other, the tension and conflict between procedural democracy (the "really existing") and democracy possible, even in reference to its original meaning which, in theory, deprives social justice, accountability, equality, freedom and, above all, the ability to decide on matters public by the society.
