Human rights and public policies perspective: The challenge of laborer families’ care in Leon, Guanajuato

Abstract
The article offers some reflections based on the research about Migrant Mixtec Laborers in the Agricultural Area of Leon, Guanajuato (Mexico) , and aims at: a) documenting the need for a public intervention to assist the dramatic situation endured by families of migrant agricultural laborers, based on the experience of the Loyola Indigenous Development Center ( CDIL , according to its initials in Spanish), and b) suggesting a model of public assistance based on human rights, gender and intercultural perspectives. This qualitative research was conducted through interviews with key informants, anthropological observation and document analysis. The fieldwork took place between March to October 2015. Following the modification of the first constitutional article, in 2011, authorities are obliged to consider human rights as a basic criterion when formulating public actions and policies; however, despite these, favorable institutional conditions, there has been no a Government action aimed at modifying the precarious conditions endured by Mixtec families coming from the state of Guerrero, so far.
