Abstract

The paper reviews the decline in economic activity amid a long period of weak economic growth. The region returned some years ago to the performance it had in the eighties and nineties of the last century. What is the context in which this behavior occurs? It is a relevant question that organizes the analysis. Structural transformations in the previous three to four decades are analyzed, particularly in financial markets, their relationship to crises and the place where the region is located or is located. The problem of some forms of relationship of the countries of the region with the world economy is presented. The vulnerabilities that this relationship implies and even the exclusion in the modifications that advance in the world economy while certain processes of regionalization are strengthened amid growing disputes over the relations of force between some countries and their respective groups of large businessmen, large financiers or rentiers.
