Mexico in the building of a new paradigm of International Development Cooperation

Abstract

The creation of a new paradigm of International Development Cooperation is a complex task. However, the Mexican Agency for International Development Cooperation (AMEXCID) has claimed to have achieved its creation through the Jóvenes Construyendo el Futuro and Sembrando Vida initiatives in Northern Central America. Through innovative mechanism and deployment of capabilities unprecedented in the history of Mexican offer of International Development Cooperation, the government of Mexico proposes a unique alternative in the region. From this context, the limitations of the traditional cooperation paradigm are reviewed, and Mexico’s efforts to propose an alternative international development cooperation model with a social welfare approach are examined. Although the initiatives implemented by amexcid demonstrate innovations in terms of institutional frameworks, financing, and territorial implementation of international cooperation, the article concludes that they do not yet constitute a new
development cooperation paradigm.
