Abstract
This article refers to the European Neighborhood Policy as a deliberate course of action for the countries the European Union is adjacent to and keeps a complex net of links with, which makes necessary to define postures and actions to reach a mutually satisfactory relationship. Specifically, it examines the contents and the transcendence of the article 1-57 of the Treaty on the Constitution for Europe. The aim of this work is to analyze what is expressed thre and the way in which that article was passed. Also, it is stated that the neighborhood policy is product of the previous experience within the integration mechanism. In opinion of the author, the european Neighborhood Policy is a spot that faces plenty of difficulties yet, but she points out that it carries more possibilities and opportunities that can benefit not only the member states, but also the regions they shae borders with.
