Abstract

The policies if income distribution and social inclusion have shown their limits in the battle against marginality and exclusion of large segments of the Latin-American population. Only building a new society, based upon the empowerment of the marginal population and the exercise of a complete citizenship, the Latin American countries can reach an inclusive democracy.

Author Biography

Víctor Manuel Durand, Instituto de Investigaciones Sociales (IIS), UNAM

Doctor in Sociology from the Facultad de Ciencias Políticas y Sociales, and researcher at the Instituto Nacional de Investigadores at the UNAM. He received in the 2005 the  Universidad Nacional en el área de investigación en Ciencias Sociales Award. Among his main research topics are political culture, citizenship and marginality.
Currently coordinates the project Marginalidad, exclusión y participación en la construcción de la nueva sociedad.
