Abstract

Through a retrospective historical analysis, the author studies the Mexican presidential regime with the purpose of explaining its development as well as the evolution of the relationship between the Executive and Legislative powers. He affirms that the challenge is not only to eliminate the political monopoly that has been upheld by the Presidency of the Republic, but to avoid any other institution to do likewise. To that purpose, the author proposes the establishment of a normativity that determines, once and for all, the balanced relationship between the powers of the Union and, also, directs the parliamentary activity implanting a vigilance of its actors. Only thus, says the author, can the regime be re-considered.
