Abstract

In this paper the author assumes that the democratization process in Mexico requires the review of the federalist functioning. This article comprises two main parts: first, a study of the principles of federalism; its origins and the recent evolution of the model in the United States; and second, the adaptation of the federalist thought to for the Mexican reality after the Revolution of 1910-1917, its practical effects and its present situation, especially the experience of local governments, that reflect a new advance in social participation and its advantages in terms of governmental effectiveness and political legitimacy.
