Reglas de transparencia en el marco de la reforma energética mexicana: ¿publicidad o derecho de acceso a la información?

Abstract

The aim of the paper is to analyze the guidelines of transparency in contracts under Mexicanenergy reform, specifying the existence of a distinctive patron in a government matter that shouldbe governed by an abstract, general and impersonal approach to the rule of law and no a specifictreatment which questions the universal validity of transparency.
