Abstract

The aim of this paper is to explain the dynamics of the Mexican Congress to conceiving a legislative agenda; particularly, this paper focuses in the case of the Chamber of Deputies. The basic premise is the autonomy that legislators have to take decisions. During the process of conceiving agendas there are some difficulties that need to be taken into account, such as the formality of proceedings, as well as the actors' efforts to reconcile interests and priorities by rekindling, in some occasions, unsettled issues from other legislatures, albeit major controversies are relegated to a second role.
