Abstract
The presidential regime´s operating conditions, through a rigid corporative structure and a set of practices that inhibited an effective pluralism or professionalization, hindered the committees possibilities to affect national politics. This meant that committees would mainly work to ensure that presidential bills would make their way to the floor, as well as being institutionalized bargaining arenas between the executive branch and the recognized groups within the official
