Abstract

One year after the most contested and questioned presidential elections since 1988, an apparent political consensus exists concerning the necessity to close social gaps, seeking to reconstruct society upon a more equitable basis of opportunities. If the objective of the reforms of higher education since the nineties was to reduce inequality by making available quality opportunities for all through the access to higher education, then we should avoid at all cost a two tiered public system.
