Civic participation in Distrito Federal Health System: From charity to citizenship

Abstract
This work presents a civic participation study as part of a democratization process regarding the Distrito Federal health system (SSDF), with the purpose of civic participation. Having civic participation characterization in mind, the effect obtained from diverse participative and equipped interventions has been analyzed regarding new participants inclusion, a perspective plural acknowledgement and the creation of interaction and social control spaces.
The results obtained from this task show the equipped and participative interventions established by the DF health system have resulted in the generation of several favorable conditions for civic participation such as the increase in institution credibility through social development programs and the establishment of civic spaces towards service quality evaluation. Nevertheless, the study shows that in order to reach health system democratization, looking for civic culture strengthening as a result of the process, complementary strategies are needed.
