Abstract
Means of defense against acts of authority are a necessary wall for the protection of taxpayers, preventing the decision of an authority from being absolute. The exclusive judgment on the merits and the exclusive appeal for revocation on the merits are added to the means of defense available to individuals. Although we cannot assume such a situation so quickly, we must not forget that, unfortunately, some reforms are designed to harm the population. In this situation, it will be determined whether such measures are a benefit or a condemnation.
