Abstract

This article presents a retrospective analysis, from the historical connection that has existed between the social policy and Social Work, given that both of them aim to improve life conditions. This analysis supports the argument that asserts that social policies have been failing in fight against poverty since poverty is closely related to the nature of capitalist model, centered on profits and accumulation. This phenomenon might be lessened through the design and implementation of social policies focused on the social welfare and a labor law framework, both contributing to boost the results of the campaigns against poverty and hunger. However, social conditions and the questioned lack of the State in most of our countries, along with the poor interest towards the attention of the needs of the population, reduce the effects that these policies might have to a minimum. Thus, the connection between Social Policy and Social Work becomes very important so that the profession is able to participate in the design and execution of social welfare policies, starting from a clear description of society and the State.
