Abstract
Ernesto Villanueva introduces an analysis on the frontiers between security and justice procurement, versus transparency and access to information policies, in the context of government accountability. The author’s hypothesis relies on the presumption that transparency will allow to identify strengths and flaws within the justice procurement and national security systems, at the time that it creates mechanisms to fight corruption and protect human rights. All the later, according to Villanueva, would work in favor to the citizenship trust towards the States’ security institutions in Mexico. He proposes the creation of indicators to measure transparency, efficacy and efficiency of the national security and justice institutions as a way to foster accountability in security actions in Mexico.
